The problem being that the PCs are going to have to suffer the effects of the critical hit charts more than the enemies. Sure, they could instakill an enemy... but at the same time, are you really going to tell the player of a unicorn/alicorn "Whelp, looks like the enemy with the BB gun got off a lucky crit, your horn is shattered!"
From playing a Unicorn who is exclusively about taking magic to help his friends survive, I know for a fact this would pretty much ruin any playability of the character. Especially when there is only one way to get a horn back, and it would take several weeks for the magic to come back.

I list of example fumbles would be interesting to see, but I really don't need a chart for such things my self. I can when it suits me be quite creative. fumbles can be as simple as butter lipped grip on the gun and dropping it in a fire fight to a rock shifting under hoof as you pull the trigger and shooting an ally in the plot as your aim is throne off. The same goes for crits; although your crit chart has a lot of issues with effects that should only happen in rare climatic battles.
But honestly a random chart for all that would slow combat down. I like to keep things moving as smoothly and quickly in combat as I can. an extra chart to work out crit's and fumbles would just slow it down.
Lastly Ill harp on something others have touched on. Your crit chart is got things on it that I would never use in my game. Bang your dead wasn't any fun playing cops and robbers as a kid it doesn't get better with time. Much like Viewing Glass I have a character who's special talent lies in magic as a unicorn. I have flat out told the GM after being shot in the horn once that she would go pretty much bat shit insane if somepony blew her horn off. A pegasus I play in another game has lost her wings and she's probably going to kill the pony she sees responsible for it. The lose of ones tribal magic would be akin to being blinded or made paraplegic in RL. It would have a profound impact on the characters mental state, more so if it was permanent. This can be fin to play sometimes but is something that a lot of players would find dull or tedious.
On a side note: I have been kicked in the had *twice* by horses. No brain damage.
