It is pretty much the decision of your GM. I just left the possibility open, since it is easier to just restrict it to a minimum of 3, if you want to; then having to lower the coded minimum range afterwards. Usually it is 3, but the early Fallout games enabled it to be set to 1, so I just left it in there.

It's typically treated as a "soft" minimum—you can go below 3, but doing so is strongly discouraged. It is still fun to play Fallout 1 or 2 with one word sentences though. ^^
