You will need to register and request access to the game, but RPOL has a number of functions I like, a built in dice roller being far from the bottom of the list. I do hope that is ok.

I'm good with this, as I wanted to join another group, but don't have the time to have more IRC sessions. (6PM-2AM sessions? Euuugh, one day a week is enough thanks...)

Ah, sorry, been a bit Massively Effected these last few days.
I'd like to set the game 5-10 years before Fallout: Equestria itself, so as to have the Wasteland in all its hellishly irradiated glory. As to the setting, It will be in the area around the ruins of Baltimare and the nearby zebra beachhead at Point Blinders.
As to what type of story, my style of GM'ing tends toward the reactive end of the spectrum, comes from playing a lot of Exalted, since players in that can pretty much overrule the GM if they feel like it. I'll create the world, and throw plot hooks at you until I find one that sticks, then do it again. After the 3rd or 4th, a game will usually pick a direction on its own, and it tailors itself to the group much more organically.
Because its also relevant, I'll say that aside from Fo:E proper, I consider Project Horizons and Pink Eyes to be core canon, anything else is probably fine as long as it doesn't conflict, but if your pulling inspiration and/or backstory from it, send it my way and I'll give it a skim. I've read several other fics to varying degrees, but by no means all of them, or even half of them.
I'll get my notes together this weekend and the first post should go up by Monday night.

Any thing else we should know? House rules? preferred/discouraged character types? Limits on starting gear? Will we be using the trait system? Your feelings on E.F.S. enabled devices? Will we be using the core weapon table or the expanded and if expanded which one(s)? Will we be using the core perks or expanded ones? Do you need a bestiary, because I have one if you are interested? And what other side stories do you read pray tell?

Ok, been rather busier than I expected of late, but I've scraped up the time to get everything in order. There's a link in the top post now.
As to the other questions, I'm collecting my thoughts about house rules in its own thread, but nothing major at this point. The only thing I can see is changing something that does not lend itself to the format, which will be done if and when that is discovered. I have a few ideas about the nature of Virtues and companion perks that are not yet finalized, but might be before characters are done and the game started. Depends if I can find something I like. Also, I'll take a look at your bestiary if you like. I am open to discussion as far as rules go, if there is anything in particular you would like feel free to inquire.
Since you asked about E.F.S. I would prefer to treat it like EDE's Enhanced Sensors, a perception bonus to locating characters, as well as tracking the general location of previously spotted enemies. However, It would not provide any particular bonus to stealth detection other than the aforementioned perception bonus.
As to the stories I've read, I've finished Fo:E, and Pink Eyes, am current in Project Horizons, and am working my way though Operation Flankorage, The Last Sentinel and Heroes. There's a few others on the list but not started yet too.

Hrm...I might be interested in this. I've never done a play-by-post RP with a rigid PnP-style structure before.

That depends on your ST and what type of characters you're playing (and possibly which edition of Exalted you're using). I'm in a 1st ed. Dragon Blooded campaign, and our ST certainly has the means to kill any and all of us if we gave him reason enough to do so.
