Skill Roll Help

The instructions for Skill Rolls are rather unclear, and I would appreciate any help in interpreting them. For example, if a character has a Lockpick of 55 and they are trying to pick a Moderate lock under normal conditions, so they get +10% success chance, what actually constitutes a success and what's a failure? And, more broadly, could someone please give me instructions that are more clear than those in the manual? Any help would be greatly appreciated.

I'm sorry if I was mistaken about the purpose of this forum; I thought asking for help was acceptable. Thank you for your advice.

For that particular example your lockpick would end up at 65% so a 1d100 skillroll of 65 or below would mean a sucess, above 65 would be a failure.
