Interest Check: Heroic, Sandboxy, High-Power, highly houseruled Fallout Equestria Game!

Is there an original (ie, made up by you) Fallout: Equestria character that you have been dying to play? A character that has lots of goals, ideas, stories that need to be told, quests to take on? I'd like to run a game for that character, as long as it would fit with what I'm going for.
Here are the relevant details:
-This would be a bit more 'gamist' than I've seen run, and the game would specifically attempt to evoke the best aspects of a highly-modded version of the PC Fallout games
-This game would be open to five players, with character slots for Earth Pony, Pegasus, Unicorn, Zebra, Griffin, and/or Changeling, with a strong encouragement to make characters that are mechanically different from one another, and without much overlap in their core competencies
-This game would take place on either Skype or on IRC or maybe Maptools or something (anything where we can keep a history), and it would take place on Sunday afternoons to early evening, Eastern Standard Time, with a bit of flexibility for the exact timing
-The game would be a focus on adventurous exploration, including looting, delving, fighting monsters, using violence against enemies that had it comin' to solve problems, and things that include going and actively being a hero in a dangerous situation to achieve goals and tell the character's and the group's and the setting's story
-Much of the story would be generated in response to the characters and their goals, so I would want to ask a lot of questions about your all's vision of the characters, both in the 'theme' of a given character's story, and what specific quests make sense for that character to undertake -- even if it is for greedy reasons like 'I need this gear' or 'I need to learn a spell to do this'
-The game is intended as cooperative and heroic, with the characters having reasons to not betray each other and to trust each other, and have at least some shared backstory with each other (ie, cooperate when coming up with characters). Even if their is conflict, in the group, the game is not set up for dangerously violent player versus player conflict
-There's lots of houserules that I am working on, but the short of it is that the game would use the default skill list, a custom perk list (with perks made MORE powerful or combined), and the group starts at level 11 (yes, 11, there's other changes to support that working), intentionally under-geared for their level... to encourage you to go out and explore. Did I mention exploration being important?
-This game would take place in an indeterminate place in the Equestrian Heartland, away from major cities or the coast, but which used to have lots of rural development and lots of little towns and poisoned wasteland with who-knows-what in it to explore
-It would behoove anyone in this game to design character concepts that are able to contribute to the success of the group when there's fighting, when there is exploration, and when there is peaceful interaction in civilization.
-Ideally, I'd like responses from people who could play in a game like this, maybe mentioning a possible main character, a secondary character of a different race, maybe a blurb on your vision of themes for this character, maybe a bit on what sorts of quests you see them undertaking, maybe a bit on what you see them good at, at levels like 11, 16, or 21, and maybe some ideas for multiple goals for the growth of the character, both mechanically and for their personality and story!
