I've read through the ruleset you provided, and it seems like a fairly interesting set of ideas, though the formatting and grammar could use some work. Looks like it draws from the same fanon as the fanfic "Love Mine", is this true?
Also, if you're looking for more races, a friend of mine and I have been working on other playable races for the FO:E PNP, specifically the revised version currently under work. The extra races we made can be found here, if you want to look at them.

yes i was talking to Zephyrus Scary about his ideas and like them a lot 
and i do like some of your ideas Evan if some of them look to be just touched on.
