Yes she is supposed to be missing her tail.

Originally when I drew Lolly I just completely forgot to give her a tail, and didn't notice it until like... a week later... I thought about correcting it, but no one else had really noticed, and I thought she looked perfectly cute without it, so I left it off, and made it an official part of her character.
