Firstly We need to make a character, i will get onto what to do in PNP environments later, what we need to start is one of these: https://docs.google.com/spreadsheet/ccc ... PMnc#gid=1 or one like it, there are more virsions on the forum its good to find one that you like.
To start its a good idea to pick what you want your character to do, make them specialise, this is not FALLOUT this is FALLOUT EQUESTRIA where friendship is magic, if you want a Sneak'y earth pony who can pick locks and stab things then it would probably break character to make them say... have a Super high science or Medicine skills, but a good Speech skill or Explosives might complement a Sneak pone quite well.
So what we have now is a race: Earth Pony and a "Class" Stealth. now we need to build a special system around that.
S.P.E.C.I.A.L or
Strength covers DMG done with most Melee weapons but not all (AGI or Agility covers the rest) helps the melee skill and adds to the Max Weight you can carry on you at any time, strength is also important for satisfying the minimum Strength requirements on weapons.
Perception determines your ability to notice things, from spotting a hidden wall safe to detecting enemies and Affects quite a few skills and is a good stat to have in any case.
Endurance covers Health Points or HP as well as Radiation or Rad Resistance as well as a the Strain and starting Potency scores for spellcasters so if you use Magic at all this is not a stat to skimp on.
Charisma is an often used skill as talking and making friends is a big part of the game often enough if you like talking don't set this low.
Intelligence determines the number of skill points you receive each time you level up, as well as the Strain and starting Versatility scores for spellcasters so this is a Very useful skill, only set it low for RP reasons.
Agility determines the number of Action Points (AP) your character has which are used in combat to fight and move, it is also quite often used by GM's (Game Masters) in puzzles they use.
Luck affects all skills as well as the likelihood of critical successes or failures and is a Skill used often By GMs who want to let the dice decide something, often the dice are cruel so don't skimp on this stat.
now you have 40 points to spend on Special's and a special skill cannon go below 3 or over 10 pick what you think fits.
Role Play Starts in character creation and is in my opinion the most important part of the game, you need a background, lets keep useing the Earth pony i made, lets say she was from a stable, that means she has little understanding of the environment outside the Stable then other ponies and might not have as many points in Endurance to reflect that, but with a formal education she might have more points in Intelligence and in Charisma as she has had time to develop social skills that might fall to the wayside outside of a stable.
Remember, you will not always see a place to add a background to a sheet, but you can always add a space to do that.
now an important part of this is balancing your gameplay style with your character's background, if your Character is not strong but you want extra points in Strength then you might want to use a less strong Character for the sake of role Play.
Equipment, In most games the GM will give you a number of caps to spend on equipment to start the game with, while such gear is not often important in the long run its a good idea to pick what items your character will have. do they have a Special Lighter that is important to them, talk to the GM and explain such items, often they will cost you caps to have but are worth it for the RP that will come from such items.
Remember to use traits (most GM's will have you use 2 but some let you use more or less) and read at the Character Creation Rules before you finish anything up.

Ok looks like thats a quick look at how to make a character.
Joining games.
Now its not often that a GM will go looking for YOU to join a game (they might if they are super nice but most don't) so if you check the forum there will be New Games popping up every now and then or games might open a player slot for new players, asking to join is often the quickest way to join a game its that simple, don't be afraid to ask if a spots open.
Try to have a good application and if you can try to make your Character fit the setting.
