Hello there!
I know I'm quite late to the party, but I recently read Fallout: Equestria for the first time. Forced to depart from my normal life schedule due to an injury, I found myself with a lot of free time that I had to spend inside in darkened rooms. So I decided to try this thing out and see what it was all about. After all, it had one hell of a cult following.
What I found in Fallout: Equestria made my jaw drop. Kkat, the author, did an amazing job of blending the story of Fallout 3 (and limited parts of New Vegas) with an incredible recreation of the Equestria from My Little Pony: Friendship is Magic. I found myself yanked into this world as if someone had physically grabbed me into the screen. And of course, it got me back into Fallout after many years.
Then? I decided to check out what was available Pony-wise for the Fallout games. I was surprised and delighted by much of it. But as I "finished" Fallout 3 and moved to New Vegas, I started to see room for improvement.
And so began what would eventually be called "Gardens of Equestria."
Many of the mods that are currently available for New Vegas and Fallout 3 haven't been updated in years. Some of them have disappeared entirely. Some were only available for FO3. So I've decided I'm going to bring them all together to make one huge reconstruction.
Allow me to outline my general plan:
Phase One: (Which I'm happy to say is complete)
First and foremost, this mod is a port of JHawk1666's amazing "My Little Pony Texture Pack Plus" from Fallout 3 to Fallout: New Vegas. It also includes the textures of MarkJaw's "My Little Pony Texture Replacement" (Which happens to include amazingly fun Pony billboards). It also adds back in the Bobbleheads from Fallout 3 based directly on the mod "Bobblehunt" by Galahaut with the texture modifications that JHawk1666 made (which are simply epic).
Phase Two:
A redesign of broodingguy's "NCCS Fallout Equestria and Project Horizon Companions." Personally, I loved the idea of fighting alongside Calamity, Littlepip and Velvet Remedy. However, I was disappointed that the mod had no custom dialogue text. So I decided to change that. I will do my best to capture the spirit of each character in their dialogue choices. Now granted, they aren't voiced. If there are people out there who would like to do some voice work for these characters, feel free to contact me. We'll make that happen.
Phase Three:
This phase is my most ambitious. As you can see, the previous two were essentially mods of mods. While there's some new material in there, most of it is directly based off of other people's works (see a full credit list at the bottom). Phase Three is a series of questlines to find out what in the world happened to merge the world of Fallout: New Vegas with Equestria. Why are human versions of Littlepip and Velvet Remedy in our world? And what exactly are the figurines now scattered throughout the desert?
This this series of quests, you are tasked with not only combining the pieces of The Apology to find out what happened, but also the people and pieces of Equestria separated after the dimensional shift. It will allow you to also unlock upgraded versions of Littlepip, Calamity, Velvet Remedy, Steelhooves and Xenith, each with new outfits, new weapons and new abilities. (I haven't read enough of New Horizons to get a handle on those characters yet, so that will probably wait until later).
So first of all, I would dearly love any suggestions that you, the community who's been here a hell of a lot longer than me, have for this mod. What else would you like to see included?
As for Phase Two, after doing some research, I found that the NCCS Companion System nearly impossible to work with in creating custom dialogue. It's designed as a Master System where everyone says the same thing. So I've decided I'll likely be creating my own versions of these characters from scratch with their own dialogue and other options...and hopefully be able to include what's talked about in Phase 3.
This is my second attempt at modding anything (ironic since I actually work for a game company, just not in development, though I did some very light modding work on Skyrim) so any feedback, ideas or suggestions would be more than welcome. For those who possibly had Pony mods such as weapons, textures and other things that are no longer up on Nexus or whatnot, I would dearly love to include that. I also realize there's a very good chance that Fallout 4 will be announced in the coming months. My only hope is that I'll be able to bring "Gardens" to that platform as well.
The only thing I'll say is that I do not intend to incorporate this directly into the Anthro Pony Mods. For some reason, Anthro anything in games bug me. Hell, Disneyland Characters like Donald Duck walking around bug me. I'm weird that way. That being said, I see no reason why this mod would conflict with the couple of Anthro pony mods out there.
Thanks for your time and have a wonderful day!

Deleted the dupe thread for you~
It's a pretty ambitious project. I do like the idea though, especially if you can do a good job on the quests! I'm not a big fan of the companion mods, but if you fleshed them out and gave them unique quests/dialogue then maybe I'd be more inclined to give them a try~

That is exactly the goal. Every single one of these characters will have their dialogue based directly off the grammar, diction, spelling and accent of the characters in the original novel.
Ironically, this had grown quite a bit since the initial undertaking. In fact, I'm starting to have voice actors interested in the project and have the support of several musicians and artists.
