fallout equestria: operation stalliongrad

I kinda want to make a FOE story about Stalliongrad but i don't know where to start. My idea was to start in a stable and kinda have a metro 2033 feel.
So any ideas where i should start?
I have the main protagonist Frostbite and i was thinking his stable would be kinda like the brotherhood of steel vault in fallout 1 you know a whole stable of millitary ponies. But i am still working on what kinda of test stable tec would do on a millitary stable. and i kinda wanted some idea quest to make it to manehatten to meet up it the steel rangers there i was thinking somthing along the lines of a enclave office trying to help clear the skys but i am not sure if thats been done yet.
