Project Horizons is not finished yet, but it's already longer than
Fallout Equestria itself.
I still say you need to buck up (no pun intended) and read
Fallout Equestria before reading any of the side fics.

Also, is Blackjack as likable as Littlepip? I really loved Littlepip's character, but Blackjacks looks like a uninteresting brute judging from the description and pictures.

They're not directly connected. But PH is based on FoE and I think it does reference some events in FoE on occasion. I haven't read PH myself, though. I'm waiting until it's finished to even consider it.

The way Somber set up Project Horizons is that the whole thing is its own place, with its own story and then Blackjack frequents the events from the original both to do "fanservice" and to "correct the plot points" that somehow Somber thinks are wrong.
So you are better off reading the original and staying away from PH unless you are into Fanfiction as a whole.

I hope you realize how contradictory your stance is, needing to know spoilers and demanding at the same time to be given no spoilers.
All I can say is this: with 98.47% certainty, going by what is on the wiki and what has been said here, your predictions for the end of the story are wrong, yes even that one. No, that other prediction is a false dichotomy, because the opposite is not necessarily true either.
