What descended on Maripony?
The relevant bit of text:
chapter 41.txt(572): I did the math. Both Calamity and Pride had referred to an Enclave “regiment” as four Raptors and accompanying troops -- the amount that could be carried and deployed by a Thunderhead. A full regiment had descended on Maripony just before the bomb went off, bringing a member of the High Council with them. Probably the regiment attached to the High Council’s own personal Thunderhead. Hundreds of ponies, Commander Winter had said.
To me that says four raptors, were over maripony when the balefire bomb went off. There was no thunderhead there.
Thoughts? Statements of fact, Kkat?

This discussion came up in the chatroom a week or so ago.
This is correct. Calamity says at one point there are 4 Thunderhead-class mobile siege platforms in existence; two of them are are shown "on screen" in FoE—the Glorious Dawn appears in Manehattan to level Horseshoe Tower, the Overcast appears at the Battle of the Citadel in the Everfree Forest (where it gets taken out by the cyberdragon, IIRC).
The one that's permanently stationed at Neighvarro and the personal Thunderhead of the Enclave High Council are not named (Word of Kkat on that one). We know the one at Neighvarro was still there, with its regiment, when Littlepip and company made their strike at the climax of the story, and the High Council as a whole (Harbinger himself notwithstanding) wouldn't have been caught dead below the cloud curtain under any circumstances, especially near the Goddess.

That's what I thought. That is also what I wrote. Lets just say another fanfiction is taking liberties I disagree with yet again.
