Hi! I really like your idea. I don't want to sign up, but I want to ask you something from GM to GM.
Are you really sure about your skill points rule?
I mean so far you would gain only 3 to 18 skill points, which you can only spend in ONE skill per level in contrast to 12 to 15, which you can spend on any skill. I get the idea that INT should be of bigger consequence with this house rule, but you might only just end up with everyone taking high intelligence because of that.
The base rules already provide a difference of 348 to 435 skill points at Level 30 between INT 3 and INT 10. So it is a bonus, but doesn't force you to take INT.
Where as a character in your game could end up with a total of just 87 skill points at level 30 or a maximum of 522.
Just something to consider. You might not want to punish players for making an unintelligent character. You can already do that in the game with INT checks when required.

I'm not sure you quite get what is being proposed, perhaps it's the way it's presented. But you don't get fewer skill points, or more, or have to spend it all on a single skill, it just limits how many you can put in a single skill. So if you have a 10 IN you can pull all 15 of your skills into a skill if you want, however if you have a 4 IN you can only put 6 into that skill forcing you to spend the rest in other skills.

Well that wasn't really clear out of this little sentence: "You may only spend Int*1.5 rounded down amount of skill points in a single skill per Level Up!" :/

Understandable, and should be noted. Just thought I should clear that up before misconceptions went astray. Perhaps it should be reworded. *Shrug* I hope all is well, and everything has been cleared up. Regardless, have a great day!
