Canon be bucked if Brahmin were in FoE or not, I never finished the story.
Anyways, I had today came up with the idea of using a sentient Brahmin race in my game.
What I did was give each head their own personality and they shared bodily SPECIAL (STR, END, and AGL) and they had their own split mental SPECIAL (PER, CHA, and INT).
The Brahmin in question I named Jackel on the right, Oliver on the left. Jackel is a bright and somewhat wasteland happy (Happy as an aware wastelander could be), and Oliver is a dumb, but very alert and perceptive side who only can speak in various moos and pointing. Their SPECIAL (In order), I made (in a rush): 8, 4/10, 7, 8/3, 6/2, 3. 4.
The right side of slashes is Jackel's.
Now, other then splitting the SPECIAL, they also had the ability to take a fourth tagged skill, their 3rd and 4th only able to be accomplished by only one side or the other.
Being that a Brahmin is bulky and heavy, they would have Large Frame along with a limit to how low STR is and how high AGL is. AGL debuffs make sense, as they don't have just one mind that controls the body. Brahmin, even the smart ones, are still fairly simple, lower INT ones struggling to make much an attempt at conversation, lower AGL having trouble to get past a snail's pace...
Lastly, I had an idea for a racial trait: "This is my good side: Obviously in this Siamese twin situation, someone is taking all the good traits. Pick a "Dominate" side of your personality and you may take SPECIAL from the other side's PER, CHA, or INT at the rate of 2 for every 3 taken away."
I hope to see a lot of suggestions to build off this idea of mine. In the obvious stat rules, it sounds like a Brahmin could be advantagous by splitting up their abilites to increase their usefulness.

You really should finish FoE at some point. The farther on you get, the better the story gets.
A brahmin did show up at one point. Apparently most of them lose their capacity for higher intelligence, but some of them retain it; the one in the story had one head that could speak, and was fairly conversational, but the other head (while implied to still be intelligent) did not speak.
Interestingly enough, one head was male (the silent one), while the other was female.

I'd be interested in having the Brahmin actually being made a playable race. I actually used intelligent Brahmin for one of my player's prologue session in my game (which was hilarious, as the character was an alicorn that was nearly getting beaten by the Brahmin boss I made). And yes, I have seen Brahmin speak in other stories, which always rises the question if they're a slave race of some sort (like their ancestors before them, the cows).
As for the split SPECIAL in mental terms and the 4th Tag skill, an interesting idea, thought I believe you'd have to actually work with a GM to approve of something like that.

While possibly not relevant, the way I have Cattle/Brahmin working in my own system is to give them an optional free mutation, from a list of mutation traits, with two heads being the most common. The second head can either be an NPC with different mental stats, or if people are feeling adventurous, a different player character.
Beyond the mutations, the rest of the stats are very similar to buffalo. Built in large frame, slightly higher carrying capacity, etc.
