Somewhere out in the great, wide middle of Equestria... where before the war buffalo and pony alike lived peaceably on the land, working in the big cities or on the thousands of farms spread across the plains that fed millions. Not a whole lot changed at first. A lot of the young folks marched off to war in the volunteer regiments. Mothers and fathers wrote letters, held scrap drives, scrimped and made do at home to help the war effort. Letters began to pour in from Canterlot, 'Dear sir or Madam we regretfully in form you...' and not many of the young folks came back. The ones that didn't volunteer went in the draft or to the penitentiary for trying to skip out on it. Slowly but surely the little farm towns vanished off the great prairies as the survivors moved to the city for work. Some places the Army moved in, basing troops to guard the railroads and bridges. Some places tall barbed wire fences went up around wood shacks and thousands of POWs sweated in the fields to feed the Equestrian war machine. The bombs fell, of course, and now we have what's left just like everyone else. Mouldering ruins of cities, abandoned towns, mutated wildlife.... We're lucky though. Now that the skies have cleared, agriculture is beginning to grow as the east's demand for fresh crops increases. Mines are reopened as industry reawakens.
That's not too important though, just the ramblings of an old mare really. What is is that there's a stallion in Marewaukee with too much money that's hiring. Promises moderate danger, a good amount of caps and a stellar reference for those aspiring mercs and fixers. Why not wander on over to the Corn Exchange and offer your services? Can't hurt can it?

-We'll be using a slightly edited (not much is changed) version of the Madd Modd tiered list for equipment.
-Also available for the first time are my own (dubiously useful) shotgun rules and a couple of new low-tier weapons, including a whole new set of mechanics!

Character Guidelines
Nothing too serious; zebras, ponies and buffalo are the major races of the Great Plains. Some changelings but none that would dare admit their presence. Pegasai are decently scarce. There were a few vaults in major cities. Please don't recycle a character as a first choice.
Starting equipment should be tier II or lower with a starting cap limit of 350. Consider checking out some of the stuff on the extra weapons doc, please!
More Setting stuff for make benefit of character creation
The Great Midwestern wastes of Equestria missed out on a lot of the physical devastation of the Great War. Frankly, it's so vast that it's impossible to destroy everything. That being said there are plenty of places that aren't worth destroying either. Before the war it was the bread basket of Equestria and that didn't really change during the war. As implied in the fluff above, there was a sharp population drop in the war years that emptied an already spread out population farther away. Ironically, there are far more zebras living in the wasteland now then ever did before the war thanks to the thousands of POWs brought to work in agricultural pursuits. Buffalo were formerly numerous among the farming communities but many withdrew into their own clans further west during the ensuing two hundred years. Today there is little racial tension in the rural settlements and farms; most ponies had already bonded to an extent with the POW zebras despite the government propaganda. Working together to stay alive took precedence over coat markings or differences of doctrine. Development wise there wasn't much to say about things after the bombs fell; most small villages banded around the bigger area settlements and kept doing what they were doing. Many areas are free enough of radiation that crops can be grown almost totally free of mutation if the seeds are good. There are a handful of extent 'cities' of sorts whose sprawl more closely resembles the Canterlot region wastes with a sizable raider presence. The ruined towns are now struggling to form political bases among the nearby ranches and farming communities, each hoping to present a powerful front to representatives of the New Canterlot Republic.
The major remaining cities include Celestopolis and Maneapolis, twin cities across a river. Reduced to some serious ruins they're home to two rival bands of what might have been called tribals before they settled in their ways. Formerly bitter enemies, encroachment by violent Detrot raiders has brought them together to defend their territory. Near the Caneighdian border is the Manesota Experimental City, a mysterious MAS development to house scientists and researchers in an environment more conducive to thought. Also their own little experiment in a 'better society'. Still exists surrounded on three sides by the Boundaries, nomadic tribals that roam the northern lakes and rivers. Closer to home is Marewaukee. Competitor to Maneapolis for the pre-Balefire agricultural traffic it was also home to a large air base that protected the region from Zebra air raids. Today it remains a hub of food stuffs and other commodities for sale thanks to a more peaceful (isolated) position on the plains. Many larger communities keep permanent representatives to purchase supplies and sell their surplus crops. Smaller villages often hire agents for that purpose. Most trade of all kinds is carried out in the remarkably intact 'Corn Exchange' building.
Climate wise the plains are afflicted with extremely cold, severe winters. Before the skies were cleared they were even worse, believe it or not, with long distance travel meaning certain death to the unprepared. This last winter was milder though, and a little drier. Summers have been hot, sometimes dry but more often wetter the last ten years or so. Large fires often sweep the untended grasslands of their vegetation only for it to come back in a few years though it does often threaten the agricultural communities' livelihood there's very little that can be done about them owing to size.
> Plot relevant stuff: Your employer is one of the richer of these trade agents and is known as a collector of pre-war trinkets. He routinely hires small parties out to retrieve or transport things he wants. In a rare bit of wasteland honesty they're as easy a way to make caps as they sound, plus the reputation boost that comes with his recommendation doesn't hurt either.
Characters could be established mercs, veterans of these expeditions when they need some money, out of work farm laborers, tribals, adventurers from the east, city dwellers looking for some action, caravaners looking for extra work between trips, what have you. Hopefully there's something in this tl;dr that peaks your interest/inspires you!
