That is usually more of a failure of communication between players, who should be talking to each other when they build their characters, which is usually the first nail in the coffin for a game.

To be honest, talking to each other to have every possible skill covered is pretty close to powergaming to me. :S

Normally i'd agree, but When all aspects of a profession is covered by a single skill we are bound to have a lot of overlap. Then there is the fact that you can 1-100 a skill in 3 lvls if you're inclined towards power performance

I think you should have SOME overlap, for some skills that benefit from multiple people having them (like Survival, you benefit from more people being able to get more herbs and stuff), but for the most part, there shouldn't be too much overlap. But I also think that if starting at high level, there will be more overlap than if starting at low level... and that's fine, higher level characters should have more versatility than low level ones; fallout is kinda like a superhero game with a low max power cap, but within that cap, as you level, you can spend more points. So you end up with a broad suite of not-that-powerful abilities...

Plus if you DO overlap, you can do the aid another rules.

Look there would need to be more then 5 people for there to be an over lap in skills, can we please not use Menti's system. Its over-complicated and slows down the RP.

No. I am merely adjusting a bellshaped skillcurve to keep players slightly more balanced at the medium levels 6-12. perks have been adjusted to reflect this. i am going to increase starting levels depending on the scenario picked. I sincerely doubt it will affect anyones ability to rp. Unless you consider the ability to succeed At several things vital to the persona you are rping.
If its any consolidation i dont consider failed rolls as 100 percent fail. I would simply say success took more time to succeed at.

That said i have been persuaded to attempt a different take on the base system. You can ignore the car sheet for now
