Not sure if this is mentioned elsewhere but you start off with 250 caps worth of stuff (and some free saddlebags).

Do you have a setting in mind that we should be aware of? Or will you go the other way and place the characters somewhere they might fit?

I'm pretty much in the same boat as DiceArt. I've got a character written up, and I know more or less what I'm going to attempt to mould her into, but I need to know some specifics to know just how much I need to rework. I've already got to re-work her to fit in with the revised spell thing, since she was made primarily using Sunrise's corebook, but I'll cross that bridge when I get to it.

You seem to have put a lot of effort into the gaming system (which I can definitely approve of). The timing also works for me, I just want to know what the medium for playing is (Messenger, Skype, Chat room, etc.) If it works out for me, I'd definitely be interested. I played tabletop D&D for three years, but haven't been able to play that sort of RPG in a long while.
As well, setting information might have an impact on character building, so that would be appreciated as well ^^

I actually have no idea what any of that means. I typically avoid forum or chat based role play, but this one caught my attention because it was using an actual (and well thought out) tabletop style gaming system. Simply put, you've got two choices here: Download an IRC client such as mIRC, chatzilla, xchat, what have you, and connect to the irc server (which i listed up above; here's an example how how to get there in mIRC which is what I use: http://i.minus.com/irSRX9lPYPgc2.png then just connect and type /join #falloutequestriapnp) or you can just use http://fallout-equestria.com/chat. Edit: the options window automatically pops up when you start mIRC, by the way, or it's found through tools > options > connect:servers. Some find mIRC a little clunky and ugly, but it's what I started out using so I love it.

No worries; I'm the one who asked after all. As for a character, I've been playing around with the idea of an absolutely brutal Griffon brawler/tank. Although setting might have an effect on that, it's what I'm gonna start working on for the time being.
