Concerning the Chem Reliant trait...
To me it seems that its "positive" effect, is just counter balanced by its negative one, since both affect addiction. I feel like you really don't gain anything from choosing that trait. Wouldn't it be more appealing to have something like "doubled duration of chems", or something like that?
Also, the fact that the trait that should make you vulnerable to chems makes your addictions less dangerous seems kinda wonky to me. Sounds like it more fits with the chem resistant trait, if anything (not saying that trait should have that effect to, though).

If you're using chems a lot, the plus from Chem Reliant is actually one of the best in the game. When you have addictions, without the perk they can give stacking penalties indefinitely -- each time you use them you have a risk to become /more/ addicted. You'll start getting things like -4 to two stats off the drugs. Chem Reliant limits the penalty to only 2 stacks per drug, making it so a chem reliant character can freely use their drugs, as long as they already have their 2 stages of addiction, or don't care about getting another stage.
If you use chems a lot and can't get access to a means to flush addictions, the plus from the trait can easily mean an effective bonus of 2-6 stat points (to counteract the negatives you would normally be suffering)
It's not an obvious bonus, but it's actually pretty amazing. That, plus Chem Reliant is amazing for RP. I don't know about some others... but I tend to take traits for their /negatives/, not their positives, because the negatives make for better character quirks. :3

I still don't think Sonic Rainboom should be something anypony can just learn on a whim, and you already know how I feel about 'multi-turn' attacks, but other than those two of my own personal opinions/gripes, it looks good.

Excellent and radical.
If I can make a request, though, I'd really like rules relating to moving clouds, over both short and long distances. Can I drag my cloud house around Equestria? Can I carry a mobile cloud bank around with me to hide behind? If a pegasus is standing on top of a low-altitude field of clouds and stomping lightning bolts on those below what kind of cover is that?

As for "something anypony can just learn on a whim", Sonic Rainboom can only be taken by a character who is:
- a pegaus with at least...
- 9 Agility and...
- 7 Charisma, who has spent...
- 7 perks to being able to learn it, and...
- is level 20.

... Besides, imo it doesn't make much sense at all for a pony who is not rainbow-colored to make a rainboom. Maybe if it was a not-rainbow-colored Sonicboom ability I'd be much less against the idea... But like I said, that's my own personal gripe and I do somewhat understand that people are going to want to do sonic rainbooms simply because of how exclusive and amazing they are, and there'd probably be a lot more complaining if I got my way

I actually think the revisions to how Wonderbolt Manoeuvre works are fantastic now. Previously, Sonic Rainboom was the first super move every pony had to chose when hitting level 20. That kind of made it the... uh, crap Wonderbolt Move, which didn't sit right with me. Coming up with customised variations on the signature techniques is now really easy, such as a frost-comet themed variation of Tactical Rainboom and so forth.
If a pony really wants to learn Rainbow Dash's signature move they can and that's awesome, but now they've got the option to create their own awesome move first.
EDIT: Minor nark, but the document currently doesn't have information on multiple ranks of Wonderbolt Manoeuvre.
