9 foot thick armor would weight a ton for every square meter... maybe more.

For carbon steel (okay, I don't have a figure for armor plate steel) each cubic foot would be 222kg or 491 lbs. 7869 kg or 17349 lbs per cubic meter.
For Titanium, it would be 127kg or 280 lbs per cubic foot. 4500kg or 9922 lbs per cubic meter.
You'd need a lot of cloud to hold that up!
I would suggest a thinner armor, with a honeycomb structure behind in providing an effectively greater structural thickness, without having to carry the massive weight.
I would also suggest extensive use of carbon fiber. Carbon could be extracted from the air, and carbon fiber is both light and strong.

Sorry if I wasn't clear earlier, but it is meant to be exactly what Other Unicorn suggested. Think of nesting dolls. It is built like that. Steel shell (about half a foot thick) then a honeycomb filled with insulation (clouds and fire retardant spray foam) and coolant lines, repeat the pattern with ceramic, carbon fiber and plastic armor.
The cloud insulation serves to off set the increased weight of the nose.

I would think that raptors would want to keep their distance from dragons since dragons have proven quite adept at grappling them instead of overshooting.
