I like it! Considering he operates it "sticky hooves" style that works really well.

So I see it operating like this:
user is standing on back hooves and has weapon barrel "held" in one hoof while the other has the stock steadied in their armpit. Free hoof works the lever, tail is used to pull the trigger.

that could work right?

If the rifle (or carbine in this case) is attached to a combat saddle, a special lever could be used to operate the action with a forehoof, making it a "kick-action" weapon if you will.
It also would be possible to operate the rechambering action with the weapon's bit as well. It'd be like putting the trigger and handle of a pump-action shotgun on the pump itsself. The internals for the trigger assembly would be a little trickier, but as long as the weapon is braced, no extra holds or equipment is needed.

I don't want ot over use battle saddles in my story. plus if he's standing he can pivot and fine tune his aim.

Yes, it is a bit weird with those tails that seem to have bone and muscle structure... but you could always have one of these:

Battlesaddles really are the best way to weaponize ponies though. *shrug* A good battle saddle should also allow you to pivot some for aim as well. Ponies aren't really built for freaky standing poses either, but I'm not going to keep you from doing anything.
Anything other than semi-auto would be hard for a pony to use though. My second idea might still work... Hopefully you'll get something though!

Well, My Little Ponies seem to have a little bit more dexterity than real ponies, but I suspect that all that jumping around on their hind legs must still get tiring. (Except for Pinkie Pie)

On the topic of Battle Saddles, I don't see any reason why a Battle Saddle couldn't have a pivot built into it. Has anyone seen Aliens? You know those really cool gyrostabilizers that their smart guns use? I figure a battle saddle could probably have something like that. (its what my avatar is using, only EFS operated.)

It wouldn't even need to be powered really, you could make it work like a lot of modern camera tripods work. There's a quick release lever that freezes it in place where ever its pointing, and when you release it, you can move it around like normal. You could even put an interlocking mechanism in with the trigger so it tenses when you pull the trigger and releases tension after the recoil is absorbed.

((Of course, thats not the kind of free form style I suspect a lever action shotgun demands.))

Or maybe the lever is large enough for a hoof to fit through. In my headcanon, old-style weapons like that were made to fire while standing on hindlegs with the forelegs operating the weapon.

Any lever- bolt- or pump-action would be foal's play from a prone position. It's far stabler than firing standing, anyway. Really, the mechanism only becomes problematic if you're firing on the move. Even then, it's only earth ponies that have to worry, because Pegasi can leave their hooves free at hover, and unicorns have their magic.

Yeah. My main characters an earth pony but he's worked a way around it, he can only fire when led down/leaning on something and remodelled the gun to fire with a button instead of a trigger. I've worked out a solution (used later on in the Fic) for Other guns and weaponry as well - The Quantum gauntlet - a device worn on the top of the foreleg above the Pipbuck - If you can correctly guess its function then I'll be impressed.
The equestrian wasteland is total freedom, but with that freedom there's a burden you must carry for the rest of your life. You have to be strong, face your fears and fight for your freedom, because if you don't, the wasteland will tear you apart.
