My character would choose bio-magical.He's very supportive of cybernetics implants and respects ponies that have them. but he see's them as status symbols rather than replacement parts. He believes that a cybernetic implant would be a disadvantage in battle. He prefers to attack from a distance rather than close combat, and would run from a battle if greatly outnumbered.
Also EMP grenades and Cybernetics don't mix very well.

Ember would probably be against getting a cybernetic implant. Not on moral grounds but just because she doesn't like the way they look. She'd be ok with getting bio-implants if she positively had to, but she'd want one that doesn't change the way she looks. Yeah, she's a bit vain.

Cybernetics all the way!
Why punch through a wall when you can blow it up! You can't fire boom-boom shells out of a normal body! Also, since Cyberbernetics offer more otions. And super-strengthened bones can't be replaced like a metal limb!

My character would probably prefer neither. This is mostly due to a religious upbringing that preaches against changing what Luna and Celestia thought was perfect (whether or not the goddesses had an opinion on the matter)...
However, my character may not have a choice about what befalls him...

Dr. Lancet wouldn't be on board with frivolous surgery, but in the case of a lost limb or injury would lean toward cybernetics. It would come down to the fact that he knows how to the fix a pony's body, but he's not mechanically minded. Biomagical is a no go, considering what happened in 48.
